Federal Courthouses
Three federal courthouses concentrate in downtown Miami:
- Wilkie D. Ferguson, Jr. United States Courthouse — 400 N. Miami Avenue. The primary federal trial courthouse for the Southern District of Florida; opened 2005, designed by Arquitectonica, 578,000 sq ft. Houses 14 courtrooms, 16 chambers, U.S. Marshals offices, U.S. Attorney offices, Grand Jury suites.
- C. Clyde Atkins United States Courthouse — 301 N. Miami Avenue. Older federal courthouse, still in active use.
- James Lawrence King Federal Justice Building — 99 N.E. 4th Street. Federal bankruptcy and magistrate functions.
All three are federal property. Cannabis possession is a federal misdemeanor under 18 U.S.C. § 7. Patients with court business should not bring cannabis — including MMTC-purchased medication — into the courthouse complex. Storage off-property is the safer practice.
U.S. Attorney’s Office for the Southern District of Florida
The U.S. Attorney’s Office (USAO) for the Southern District of Florida is among the largest federal U.S. Attorney’s offices in the country. Cannabis-trafficking cases — particularly those involving cross-border imports through PortMiami cargo or MIA international cargo — are routinely prosecuted by the USAO. Federal-trafficking charges carry mandatory-minimum exposure that exceeds Florida state-trafficking minimums.
DEA Miami Field Division
The DEA Miami Field Division in the Doral / Weston area runs aggressive cannabis-trafficking enforcement, particularly on cross-border imports from Caribbean and Central American sources. The DEA Miami Field Division is also the lead federal partner in the South Florida HIDTA (High Intensity Drug Trafficking Area) program.
FBI Miami Field Office
The FBI Miami Field Office is in Miramar (just over the Broward line, but jurisdiction includes Miami-Dade). FBI involvement in cannabis cases is generally limited to organized-crime, racketeering, and large-scale trafficking investigations. The FBI does not typically lead simple-possession prosecutions but can be involved in conspiracies that touch federal-jurisdiction sites.
U.S. Coast Guard Seventh District Headquarters
The U.S. Coast Guard Seventh District Headquarters at 909 SE 1st Avenue, Miami, holds plenary maritime jurisdiction over Biscayne Bay and the Florida Straits. Coast Guard cutters routinely intercept cannabis-trafficking vessels in territorial waters. The Seventh District covers Florida, Georgia, South Carolina, North Carolina, Puerto Rico, the U.S. Virgin Islands, and adjacent waters.
Notable Coast Guard implications:
- Yacht and pleasure-boat traffic in Biscayne Bay falls under Coast Guard jurisdiction. Cannabis on a Coast-Guard-jurisdiction vessel during a Heat game, F1 weekend, or Art Basel event is federal exposure.
- Cruise-ship operations coordinate with the Coast Guard for terminal-area maritime enforcement.
- Maritime drug-testing rules under 46 CFR Part 16 apply to all licensed merchant mariners and most shipboard staff. Employer drug testing.
U.S. Customs and Border Protection (CBP) — Miami Field Office
CBP authority extends to PortMiami, MIA, and the cargo terminals. CBP holds plenary inspection authority at international arrival points — the Fourth Amendment border-search doctrine permits searches of baggage, electronics, and person without a warrant at the international border, which includes airport international-arrival checkpoints.
Federal Reserve Bank of Atlanta — Miami Branch
The Federal Reserve Bank of Atlanta’s Miami Branch sits at 9100 NW 36th Street, Doral. Not a typical enforcement site, but a relevant reminder that federal banking law remains the central reason cannabis dispensaries in Miami-Dade cannot operate normal banking relationships. Homestead Air Reserve Base
The Homestead Air Reserve Base in south Miami-Dade is federal property. Cannabis prohibited regardless of state law. Overflight by general-aviation aircraft carrying cannabis is a federal offense under 14 CFR 91.19. Patients who fly private aircraft (Homestead General Aviation Airport, Tamiami Executive Airport) should ensure cannabis is not on board for any flight.
Naval Air Station Key West
Naval Air Station Key West (in Monroe County, beyond Miami-Dade) is the southernmost military installation in the continental United States. Federal property. Critical for Keys-bound Miami-Dade patients. Homestead and Keys-bound patient detail.
Three National Parks Around Miami-Dade
Cannabis possession on federal park land is a federal offense regardless of state law. Three national parks ring Miami-Dade:
- Everglades National Park — federal land south and west of metro Miami-Dade
- Biscayne National Park — federal, almost entirely water, east of Homestead
- Big Cypress National Preserve — federal, west
Park rangers and U.S. Park Police enforce the federal cannabis prohibition. Penalties for simple possession on park land are typically a federal misdemeanor (CFR violation) but can escalate based on quantity and circumstances. Patients hiking, fishing, boating, or camping in any of these parks should source and consume cannabis off federal land.
Federal Drug Task Forces — South Florida HIDTA
The High Intensity Drug Trafficking Area (HIDTA) program runs the South Florida HIDTA with offices in Doral. Participating agencies include DEA Miami, FBI Miami, ICE-HSI, the Miami-Dade Police Department / Sheriff’s Office, the Coast Guard, and CBP. Cannabis enforcement is not the South Florida HIDTA’s primary mission (cocaine and fentanyl are), but cannabis trafficking cases that cross federal jurisdictional thresholds are routinely picked up.
The Big Picture
A patient should think of Miami-Dade as a state-law medical island floating inside a federal-law ocean: the moment your feet leave the asphalt of a Curaleaf parking lot and step into a TSA line, a cruise gangway, a federal courthouse, or a national park, the medical card becomes a piece of plastic with no legal effect.
