The Delivery Model
Florida medical cannabis delivery operates under §381.986 and the OMMU rules implementing the medical program. Every delivery must be:
- Conducted by an MMTC employee — not a third-party gig driver, not USPS, not FedEx, not UPS
- In an MMTC-owned vehicle — with appropriate insurance, locked storage, and seed-to-sale tracking
- Recipient-verified at the door — MMUR card and government photo ID required
- Logged in MMUR — the same allocation tracking as in-store transactions
- Within the MMTC’s authorized service area
Same-Day vs. Next-Day
Same-day delivery is the standard offering at the major Miami-Dade operators, with order cutoffs typically falling in early-to-mid afternoon. Orders placed after the cutoff move to next-day delivery. Sunday delivery availability varies by operator and area.

Minimum Orders and Fees
Standard minimums and fees vary by operator and zone, but indicative ranges:
- Minimum order: $50–$100 (varies by operator and distance)
- Delivery fee: $0–$25 (often waived above a higher minimum)
- Tip: Optional but standard 10–20%; cash preferred since the driver typically cannot process card-on-app tips
Payment
Cash remains the dominant payment method due to federal banking restrictions. Drivers carry change. Some operators support cashless-ATM debit-routing through proprietary apps; this varies by operator and is occasionally suspended after card-network compliance reviews. Visa/MasterCard are not accepted for cannabis purchases.
Geographic Coverage Within Miami-Dade
Miami-Dade delivery coverage is among the densest in the Florida program. Major operators serve every populated ZIP code from Bal Harbour and Sunny Isles in the north, through Miami Beach and Brickell in the urban core, west to Doral and Sweetwater, south through Coral Gables, Coconut Grove, and Pinecrest, and into Kendall, Cutler Bay, Palmetto Bay, and Homestead. Coverage typically extends to the southern Miami-Dade county line at the Monroe County line; Florida Keys delivery is generally not offered.
Hurricane and Severe-Weather Delivery
OMMU has historically waived delivery-area restrictions during state-of-emergency declarations, allowing Miami-Dade-based delivery vehicles to serve patients in storm-impacted counties. The reverse can also help — if Miami-Dade is in the cone of uncertainty, delivery service from north-Florida operators to Miami-Dade may be enabled.
However, all MMTC delivery typically suspends in the 24–48 hours immediately before and during a named-storm landfall, resuming as roads reopen. Hurricane patient continuity.
What Drivers Cannot Do
- Leave product without ID verification. No “leave at door” option exists.
- Deliver to anyone other than the registered patient. Caregivers must be registered in MMUR.
- Cross state lines. Florida-to-Georgia, Florida-to-Alabama is a federal felony.
- Deliver to a federal facility. No deliveries to MIA, PortMiami, federal courthouses, or federal-property addresses.
- Deliver to hospitals or institutional addresses in many cases — varies by facility policy.
Delivery as Privacy Tool
For patients in cannabis-stigmatized communities — older Cuban-American Miami, conservative religious households, federal-employee households — delivery is the most discreet access path. The driver arrives in a marked or unmarked MMTC vehicle, conducts a fast doorstep verification, and leaves. Discreet packaging is standard.
