Why a Miami-Specific Site

Miami occupies a category of one in American cannabis policy. The city has been operating under Florida’s medical-only program since 2016 (Amendment 2) with a Miami-Dade-specific civil-citation program since June 2015 (the first such program in Florida). The State Attorney’s Office has declined most simple-possession prosecutions since July 2019. Forty-plus MMTCs operate in the county.
